    Europe’s AI Data Centres: How Europe Is Building the Infrastructure Behind the AI Boom




    I used to think the AI race was just between the US and China. Then I looked at what’s happening in Europe last week and I was completely wrong.

    I was checking where all our ChatGPT and AI tools actually run, and I found out Europe only has 5% of the world's AI computing power, while the US has 75%. That's crazy.

    So now Europe is panicking. Germany already has 529 data centres, the UK has 523, but the real game is happening up north in Norway. They are building a monster in a small city called Narvik - 100,000 NVIDIA GPUs running only on cheap hydropower.

    In this article, I’ll break down who is really leading this race, why electricity is more important than land, and what Europe’s new €30 billion plan actually means for us.

    Why Data Centres Are Becoming the Backbone of AI

    Traditional data centres already support cloud computing, websites and digital services. AI, however, is creating a different level of demand.

    Training advanced AI models requires powerful processors working together at enormous scale. AI applications also need computing capacity when millions of users interact with them.

    Europe's response includes AI Factories, which connect computing power, data and talent to support researchers, startups and businesses. According to the European Commission, 19 AI Factories and 13 associated AI Antennas are currently being established across Europe. (Digital Strategy)

    This development connects naturally with the growth of AI Agents in Europe, because autonomous AI systems will also require reliable computing infrastructure to operate at scale.

    Real-World Example: European AI Factories are designed to give startups and researchers access to high-performance computing that would otherwise be extremely expensive to build independently.


    Europe Is Moving Toward AI Gigafactories

    The next step is even larger.

    In July 2026, the European Union launched a call to establish up to seven AI Gigafactories across Europe. The initiative is backed by up to €10 billion in EU and national funding and is expected to unlock at least €20 billion in private investment.

    These facilities are intended to combine enormous computing capacity with advanced networking, software, processors and energy-efficient data centres.

    The scale is significant. The European Commission describes AI Gigafactories as facilities capable of bringing together more than 100,000 advanced AI processors, alongside the infrastructure needed to operate them.



    This is not simply another data-centre expansion. It represents an attempt to create a European foundation for developing and deploying the next generation of AI.


    The Energy Challenge Behind Europe’s AI Infrastructure

    There is, however, a major issue behind all this computing power: energy.

    AI processors consume substantial amounts of electricity, and large data centres require reliable power around the clock. This means Europe's AI ambitions are closely connected to its electricity grids, renewable energy capacity, storage systems and overall energy costs.

    The European Commission's proposed Cloud and AI Development Act recognises this connection. The proposal aims to expand Europe's cloud and data-centre capacity while encouraging more energy-efficient infrastructure.

    This is also where Europe's energy transition becomes increasingly important. AI infrastructure could create additional demand for renewable electricity while encouraging investment in stronger grids and more efficient data centres.

    For Europe, the AI race is therefore becoming partly an energy and infrastructure race.


    Ireland and Northern Europe Could Play an Important Role

    Ireland is particularly relevant to this conversation because it has developed into an important European technology and data-centre hub.

    The country's combination of technology investment, cloud infrastructure and its position within Europe's digital economy has helped make data centres an important part of its technology landscape.

    But the expansion also raises difficult questions about electricity demand, grid capacity and sustainability.

    These questions matter beyond Ireland. Countries across Europe are increasingly having to consider where new AI infrastructure should be located and whether their electricity networks can support it.

    The construction of AI infrastructure could also have an impact beyond technology.

    Large data-centre projects require engineers, electricians, network specialists, construction workers, cybersecurity professionals and other technical specialists. They can also stimulate demand for energy infrastructure, cooling systems, semiconductor technology and advanced networking.



    European AI infrastructure could therefore become part of a much larger industrial transformation.

    At the same time, governments must balance economic opportunities with environmental considerations, energy availability and the needs of local communities. Recent developments in Scotland, for example, show how questions around AI data centres, planning and environmental impact are becoming increasingly important. (The Guardian)


    AI Infrastructure Will Shape Europe’s Next Technology Era

    The next stage of Europe's AI development will not be decided only by who creates the smartest model.

    It will also depend on who has access to the computing power required to train, operate and improve those models.

    Europe's investment in AI Factories, Gigafactories, cloud infrastructure and energy-efficient data centres shows that policymakers increasingly understand this reality. The formal AI Gigafactory programme is expected to move toward construction after selections in 2027. (EuroHPC)

    Final Thoughts

    In my view, Europe's AI data-centre strategy is about much more than servers and processors. It is about building the physical foundation for Europe's digital economy.

    If Europe can combine powerful computing infrastructure with reliable energy, strong research institutions, innovative startups and responsible regulation, its AI ecosystem could become significantly stronger.

    The real test, however, will be turning these ambitious infrastructure plans into operational facilities that businesses, researchers and European citizens can actually use.

    Europe's AI future may ultimately depend not only on the intelligence of its algorithms, but on the infrastructure powering them.
